I've had to check it as I was feeling doubtfull about it.
I have done 3 laps in high temperatures (29ºC) and other three in low ones (0ºC)
Checking the telemetry, engine temperatures (oil and water) were always lower under cold temperatures. Also where brake temperatures.
Tire temperatures started all at 25 degrees but under cold temperatures tires took more time to reach the same temperatures as in the other test (only at the end of lap 3 they were equal).
Also the car felt more tail happy in higher temperatures, but that's a subjetive opinion that could be affected by many other factors and should require a lot more testing.
So according to those factors (if properly simmed by rFactor2) engine, brakes and tires should performance a little different depending on temperature conditions (I haven't changed humidity but that could also have an influence).
Anyway, I still defend my idea of using different weather configuration on every event (and what better objetive way to configureit than using the real weather forecast). (stubborn as a mule ;D )
