Well, cold asphalt and hot tires will provide the best grip, I think I've read somewhere? 
No need to worry. Rain is not working as it should (and personally I don't think it will get finished in a looooong time for that matters) so it's just wishful thinking Regarding temperature and wind speed I'm sure you won't notice any difference, I think we have been using real life weather forecast the last couple of events and at least I haven't noticed any difference.
