In rF1, there's a line in the server config file along the lines of "allow hotlap completion=?". If set to "1" it allows people to, uh, complete their hotlap.
There's also a "allow shannon a 45 second head start=1" line. One of my faves.
Not sure if it's the same for rF2, but it's worth a look.

LOL Shannon, and to get you out of your dream...no the allow shannon line isn't in rF2. Having said that there is a line that says: give shannon a 200kilos weight penalty
