I used to have a list of all the driver numbers used in '67 (I know the Brabham is '66 but I think the numbering used was similar), and I can't remember there being any 3 digit numbers, but then drivers did not use the same number throughout the season.
As for numbers in teams, they varied. Brabham the winners (both driver and manufacturer) had 3. Many small teams had 1 (McLaren among them). of the others, Cooper had 5, Lotus and Ferrari 4, Anglo American Racing (Eagle) 3, and Owen Racing Org. (BRM), Reg Parnell Racing and Team Chamaco Collect 2. All that said only 6 drivers raced in all events, with at least one driver changing teams.
