No templates, the author has a reply on his steam worktop page that says-->

this mod is not designed to be end-user customisable. thats the reason why no paint kit is released. there is no plan to release F1LR2 skin templates, basically to avoid of all the user made crazy paint schemes. if the user really need more then the currently available 20 vehicle skins, I would just recommend to repaint the car Nr. and driver name decals... with same/similar relevant fonts.
