I think you also reduced that wait time by deleting your all_vehicles.ini file in your player folder.

My rubbish memory is playing up again. Although clearing out logs and replays was beneficial, the key solution to the session-change delays for me was to set Ignore folders in my antivirus. My AV was seeing logs/replays being written to disk at the end of a session and was basically holding rf2 to ransom while they were checked out.
