We can try a partial solution, for champs races, in this case for Spa start. A bit complicated but can work.
Just ordering a "formation start" thats long till poleman exit Eau Rouge (or Les Combes). Before Poleman exited the assigned turn, everybody goes at his pace (says 100 Mph) and keeping his starting place.
Kind of rolling start, nobody can overpass a competitor until exiting the assigned turn.
