Lots of question and no time to answer right now.
I'll answer the first one and with time I'll answer more.
I don't think the freeze comes from server side, if you check at your Steam\dump folder you'll find a file named something like assert_steam.exe_20180311214450_1.dmp (that's the one in my folder)
If you check it's date you'll see it's right when the freeze happened. That's why I think it's Steam which crashes for some reason at the exact same time every sunday for everyone and the game freezes while it tries to take back control of the network (Steam restarts and rejoins).
Why it happens? no idea, maybe an internal Steam process?
